VILLAGE OF SACKETS HARBOR
LAW #3 OF 1997
ESTABLISHING A SCHOOL TRAFFIC SAFETY ZONE
Section 1. STATEMENT OF AUTHORITY:
The Village Board of Trustees of the Village of Sackets Harbor pursuant to the authority granted it under Article 4 of the Village Law, and Section 10 of the Municipal Home Rule Law of the State of New York hereby enacts as follows:
Section 2 STATEMENT OF FINDING AND PURPOSE:
The purpose of this Local Law is to promote and preserve the health, safety and welfare of the public and residents/or owners of property located within the Village of Sackets Harbor by regulating the operating speed of motor vehicles in areas designated as School Traffic Safety Zones On the Village Streets.
Section 3. SCHOOL TRAFFIC SAFETY ZONE:
It is herein created for the following street a “School Traffic Zone”:
Woolsey Street, in a Southerly direction, commencing at its intersection with East Washington Street and terminating at the Sackets Harbor Central School Parking Lot.
Section 4. SCHOOL TRAFFIC SAFETY SPEED LIMIT:
No motor vehicle, as defined in the New York State Vehicle and Traffic Law shall travel in excess of Twenty (20) miles per hour in the area as designated in Section 3 of this local law.
Section 5. PENALTIES FOR OFFENSES:
Any person upon whom is found guilty of violating this Local Law, shall be assessed a penalty as set forth in New York State Vehicle and Traffic Law and other corresponding Laws.
Section 6. SEVERABILITY:
In the event that any word, phrase or part of this local law shall be declared unconstitutional, the same shall be severed and separated from the remainder of this local law and shall not effect the remainder of said local law which shall remain in full force and effect.
Section 7. EFFECTIVE DATE:
This local law shall become effective immediately upon its filing with the Secretary of State.
